Medical Staff

The Regional Eye Center has been providing for the eye care needs of patients in northeast Tennessee and southwest Virginia for more than twenty years.

There are five active physicians in the group along with one medical consultant.

They are:
Charles Robert Bice, Jr. M.D., P.C., F.A.C.S.
John L. Chapman, M.D., P.C.
Donny Reeves, M.D..
Anthony D. Seaton, M.D., Ph.D.
Eric K. Smith, M.D.
Sidney Wike, M.D.

Our physicians are medical doctors who have received special training in the diseases of the eye and their treatment. They are dedicated to providing state-of-the art diagnostic, therapeutic, and surgical eye care for their patients. Moreover, they are trained surgeons specializing in cataract, glaucoma, corneal, refractive, and aesthetic surgery. They have met exacting requirements for medical school, internship, ophthalmology residency, and state licensure.

Our doctors are members of numerous professional organizations including the American Medical Association, the Tennessee Medical Association, and the American Academy of Ophthalmology.

In addition to its physicians, The Regional Eye Center has one optometrist, O.D. on staff



.Clinical Nursing Staff

Joyce Hammonds, R.N., B.S.N

When patients visit The Regional Eye Center, they will be seen initially by the highly trained clinical nursing staff. In addition to being R.N.s or L.P.N.s, the nursing staff has received additional training as certified ophthalmic assistants (COA) or certified ophthalmic technicians (COT).

Prior to seeing an ophthalmologist, the clinical nursing staff will take the patient's history and conduct initial tests and assessments. The clinical staff is trained to provide the highest quality of medical care possible as well as to treat patients with dignity, respect, kindness, and courtesy.



Optical Staff

Optical Services are available at both Kingsport locations as well as our Bristol location. Licensed opticians are available to help patients at each of these full service facilities.

A wide variety of traditional and contemporary styles and frames are available including sunglasses. Our opticians will help patients select the frame that best fits their prescription and lifestyle as well as a style that complements the shape of the patient's face. All types of lenses are available from the basic lens to bifocals, trifocals, and Varilux lens.

Professional Staff

In addition to the medical, clinical, and optical staff, The Regional Eye Center has an administrative staff that strives to meet patient needs in a number of critical areas including scheduling, billing, and insurance.

The professional and administrative staff works behind the scenes to ensure all aspects of your visit to The Regional Eye Center are positive. The competent, friendly administrative staff of The Regional Eye Center ensures that:
